ECO4 Flex Explained: How to Qualify for a Free Boiler Without Receiving Benefits (2026)

Last updated: October 22, 2026

Most people hear about ECO4 and assume the same thing: "I don't receive benefits, so I won't qualify." For thousands of UK households, that assumption is wrong. ECO4 has a second door — ECO4 Flex (also called LA Flex) — which lets local councils approve low-income and vulnerable households even if nobody in the home claims a single benefit.

This guide explains how ECO4 Flex works, who it is designed for, and how to check whether your council could approve you before ECO4 closes on 31 December 2026.

What is ECO4 Flex?

ECO4 is the government-backed scheme that funds energy-efficiency upgrades — boiler replacements, insulation and first-time central heating — for the UK's least efficient homes. The standard route requires someone in the household to receive a qualifying means-tested benefit.

ECO4 Flex runs alongside it. Under Flex, your local authority can declare a household eligible based on income, health or local targeting criteria instead of benefits. Councils publish a "Statement of Intent" setting out their local rules, and approved households are referred into the same ECO4 funding pot.

The three main Flex routes

RouteWho it coversWhat you need
Low incomeHouseholds with a combined gross income below the threshold in your council's Statement of Intent — many councils set this at £31,000 a yearEvidence of household income
Health referralPeople whose health condition is made worse by living in a cold home — for example cardiovascular, respiratory or mobility conditions, or a weakened immune systemA referral from a GP, NHS professional or health board
Council targetingHomes in areas or situations the council has identified as low-income and vulnerable (each council sets its own proxies)To meet your council's published criteria

What else still applies?

  • Your home's energy rating matters: ECO4 focuses on the least efficient properties — generally EPC band D to G. If you don't know your rating, an eligibility check can look it up.
  • Owner-occupiers and tenants: both can be approved, but tenants need their landlord's written permission.
  • Councils differ: Flex criteria are set locally, so a household approved in one area might not be in another. Your council must have published a Statement of Intent for Flex to operate.
  • Installs are done by accredited installers: any work is carried out by TrustMark-registered installers under the scheme, following a property survey.

What could you get?

Approved households can receive help towards:

  • A replacement energy-efficient boiler (if yours is old or broken)
  • First-time central heating, if your home has never had it
  • Loft, cavity wall and other insulation
  • Heating controls and related measures

What is offered depends on your property, its current heating system and the survey. Nothing is promised before an assessment — be wary of anyone who guarantees an install before checking your home.

How to apply through Flex

  1. Check your basic eligibility first — 2 minutes: property type, EPC band and heating situation.
  2. Flex declaration: if you fit a Flex route, a signed declaration is prepared for your local authority.
  3. Council confirmation: the council confirms eligibility under its Statement of Intent.
  4. Survey and install: an accredited installer surveys your home and carries out the approved work.

FAQ

I work full-time. Can I still qualify under Flex?

Yes — that's exactly who the low-income route is for. Working households who receive no benefits can still be approved under the low-income route — many councils set the threshold at £31,000 combined gross income, but your council's Statement of Intent decides.

Do I apply to the council myself?

Usually the declaration is handled as part of the eligibility process through the scheme — you provide the evidence (income or health referral), and the paperwork goes to your council for sign-off.

My council doesn't offer Flex. What then?

Then the Flex route isn't available in your area, and the standard benefits route is the only ECO4 door. It's still worth checking — benefit eligibility is wider than many people think, and other schemes (such as the Boiler Upgrade Scheme for heat pumps) have no benefit requirement at all.

When does ECO4 end?

ECO4 is scheduled to close on 31 December 2026. Applications, declarations and surveys take time, so leaving it to the last month risks missing out.
