What Happens During a Free Boiler Grant Survey? (ECO4 Step by Step)

If you've applied for a free boiler or insulation grant under the ECO4 scheme, the next step is usually a home survey. It sounds formal, but it's really just a trained assessor visiting your home to check what heating and insulation you have, and what you may qualify for.

Here's exactly what happens at each stage — so there are no surprises.

Fairway Energy is an independent eligibility-enquiry service — we are not the government, an official grant administrator, or an installer. We help households check whether they may qualify for UK energy grants, and we may connect you with certified installers and assessors.

Step 1: The initial eligibility check

Before any survey is booked, you'll usually answer a few questions — online or by phone — about your household. Under ECO4, grants are aimed at households that may qualify based on criteria such as:

  • Receiving certain income-based benefits (for example Universal Credit or Pension Credit — the exact list is set by the scheme rules).
  • Living in a home with a low energy efficiency rating (typically EPC band D to G).
  • Being in England, Scotland, or Wales.

There's also a route called LA Flex, where your local council can refer households that don't receive benefits but are considered vulnerable to fuel poverty. If the initial check suggests you may qualify, a survey is arranged — usually at a time that suits you.

Step 2: Booking the survey

The survey is normally free when it's part of a grant application. You'll get a call or message to arrange a visit, typically within a week or two of your enquiry. You don't need to prepare anything special, but it's helpful to have:

  • Proof of any benefits you receive (a recent award letter or screenshot).
  • Access to your boiler, loft hatch, and electricity meter.
  • Your landlord's permission if you rent — the property owner must agree to the work.

Step 3: The surveyor arrives — what they check

The visit usually takes 30 to 60 minutes. The surveyor will:

  1. Check your boiler: its age, make, model, and condition. Boilers that are old, inefficient, or faulty are the main target for replacement grants.
  2. Look at your insulation: loft insulation depth, cavity walls, and whether solid walls are insulated. Missing insulation is often flagged because it's cheap to fix and cuts bills fast.
  3. Assess the property: property type, number of bedrooms, heating controls, radiators, and windows. They may take photos as evidence for the grant application.
  4. Check your EPC rating: if your home doesn't have a recent Energy Performance Certificate, the surveyor may carry out the measurements needed for one.
  5. Confirm your details: proof of benefits, occupancy, and (for tenants) landlord consent.

The surveyor is there to assess, not to sell — a legitimate survey tied to a grant application should never pressure you into paying for anything on the spot.

Step 4: After the survey — the offer

After the visit, the information goes to the installer or grant administrator for review. Within a few days to a couple of weeks, you should hear back with one of three outcomes:

  • You qualify for fully funded work — the boiler replacement, insulation, or other measures are covered in full, with nothing to pay.
  • You qualify for partial funding — some measures are covered; you may be asked to contribute towards others. You are never obliged to accept.
  • You don't qualify this time — the surveyor should explain why. Your circumstances may change, or another scheme (like the Boiler Upgrade Scheme for heat pumps) might suit you better.

If you accept an offer, installation is booked — most boiler replacements take a day, and insulation jobs typically take one to two days.

Common questions

Is the survey really free?
When it's part of a genuine grant application, yes. Be cautious of anyone asking for payment upfront for a "grant survey" — that's a red flag.

Do I have to go ahead if I'm offered work?
No. The survey and any offer are free and without obligation. You can say no at any point.

What if I rent my home?
You can still apply, but your landlord must give written permission before any work goes ahead. Some landlords are happy to agree since the improvements are free and raise the property's value.

How long does the whole process take?
From first enquiry to finished installation, allow roughly 4 to 12 weeks. Surveys are the quick part — scheduling the installation takes the longest.
